It is a musty and chaotic melting pot, a patchwork of zones and jurisdictions, a free harbor where no laws are applicable anymore. There is a zone here for every ideology and ethnicity, but the companies and the triads have taken over, in the shadow of the looming threat of a collapsed and resentful China.

Among the flooded industries, glittering monoliths, burnt out residential complexes and luxurious mountain slaves, chemically saturated and flooded rivers flow. It is not possible to see where the shit ends and the water takes off. There is no sharp boundary between the city's fixed, concrete-clad land and the archipelago of barges and floating garbage piles. Here comes a fierce stream of refugees, omegas, mercs, ravens and fortune seekers for a chance at freedom and €.

The Pearl River Delta is a World Book describing the Delta and Hong Kong in 2070, its companies, criminal organizations and privatized justice. This also includes ZoneMaster, a way to generate zones, campaigns and experiences in a never-ending stream.
